WhatsApp started charging for replies again on 1 October 2026. Here is what changed for businesses in the UAE

A hand holding a phone with a WhatsApp chat open, black and white

Since 1 October 2026, WhatsApp charges businesses again for the replies they send inside the 24 hour customer service window, after the first 1,000 free service messages per phone number each month. Messages customers send you are still free. If you run a chatbot or an AI assistant on WhatsApp, the way it writes replies now affects your bill, so it is worth checking this month rather than when the invoice arrives.

I run our own WhatsApp assistant and set them up for clients, and this is the change I have been explaining most often in the last few weeks. Most people heard that WhatsApp moved to per message pricing in 2025, then that service replies were free, and stopped reading. The free part has now changed. Here is what actually happened, in plain words, and what I would do about it.

What changed on 1 October 2026

Meta updated its pricing for the WhatsApp Business Platform (the official API that chatbots, CRMs and tools like ManyChat use). Three things matter for a business in the UAE:

  • Service messages are charged again. A service message is a normal reply you send while a customer conversation is open. These had been free since November 2024. From 1 October 2026 each business phone number gets 1,000 free service messages a month, and the ones after that are charged. The free 1,000 reset on the 1st of every month and do not roll over.

  • Utility templates sent inside an open conversation are charged again. These are things like order updates or booking confirmations sent as approved templates. They had been free inside the window since July 2025.

  • The UAE has its own rate card, and you can be billed in AED. The UAE is priced as its own market, not as part of a regional group, and AED billing has been available since April 2026. Marketing template rates for the UAE have also gone up twice, in October 2025 and again in October 2026.

Two things did not change. Messages from customers to you are free, and you are only charged for messages that are actually delivered. Meta also only changes prices on the first day of a quarter, so the next possible change is 1 January.

Does this affect you?

If you use the free WhatsApp Business app on one phone, no. This is about the WhatsApp Business Platform, the API version. You are on the API if any of these are true: your WhatsApp is connected to a chatbot, an AI assistant, a CRM inbox, or a tool where several people answer from the same number.

And even on the API, 1,000 service messages a month is a lot for a small business answering people by hand. The ones who feel it are businesses where software does the talking: a bot that replies to every message, sends menus, asks follow up questions and confirms bookings. That is exactly the setup we recommend to busy clinics, restaurants and real estate teams, so it is worth a closer look.

Why the number of bubbles now matters

Here is the part almost nobody mentions. You are charged per message delivered, and to WhatsApp every bubble is a message. A bot that answers one question like this:

  • "Hi! Thanks for reaching out."

  • "Our clinic is open Saturday to Thursday."

  • "Would you like to book an appointment?"

has used three service messages for one answer. Written as one reply, it is one message. Many chatbot templates were built when replies were free, so they love short bubbles, "typing" fillers and a cheerful "Anything else I can help with?" after every answer. None of that was a problem in September. Now each of those bubbles counts towards your 1,000.

When I rewrote our own assistant's instructions I added a simple rule: one question, one reply, in one message, unless a second message carries something genuinely new like a link or a document. It also reads better. People on WhatsApp prefer one clear paragraph to four pings.

The 24 hour window, explained once

When a customer messages you, a 24 hour customer service window opens, and it restarts every time they write again. Inside that window you can reply freely in normal text (these are the service messages). Outside it, you can only start a conversation with an approved template, and templates are charged by category: marketing, utility or authentication.

There is one more door worth knowing about. When someone messages you from a Click to WhatsApp ad on Instagram or Facebook (from the mobile app), your replies open a free entry point window, so the follow up is not charged in the same way. If you already run ads, sending them to WhatsApp rather than to a website form is now a little more attractive.

How to estimate your own number in ten minutes

You do not need a spreadsheet model. Do this:

  1. Open your WhatsApp inbox or your CRM and count the conversations from last month. A rough number is fine.

  2. Open five typical conversations and count how many bubbles your side sent in each, including the bot's.

  3. Multiply the average by the number of conversations. That is your service messages for the month.

  4. If the result is under 1,000, nothing changes for you. If it is well over, the rest of this article is for you.

Then check where the charges land. Depending on your setup, Meta bills the payment method on your WhatsApp Business account directly, or your provider passes the cost on. Look in Meta Business Settings under WhatsApp accounts and payment settings, and ask your provider how they show it on their invoice.

Six ways to keep the bill down without making the service worse

  1. Merge bubbles. One answer per message. This alone often halves the count.

  2. Drop the filler. No "typing", no "One moment please", no automatic "Anything else?" after every reply. End with a question only when you need an answer.

  3. Answer the second question in advance. If people who ask about prices always ask about location next, put both in the same reply.

  4. Use one message for menus. A single message with buttons or a list beats a menu sent as five separate lines.

  5. Hand over cleanly. When a person takes over, the bot should stop. Bots and humans replying on top of each other double the messages and annoy the customer.

  6. Look at templates separately. Booking reminders and order updates are templates, priced by category. Send the ones customers find useful and cut the ones nobody reads.

Is a WhatsApp bot still worth it?

For most businesses, yes, and the maths has not really changed. The cost of a missed enquiry at 11pm is usually far higher than the cost of the messages that answer it. What has changed is that a careless bot now costs more than a careful one. If your assistant was set up quickly a year ago and nobody has looked at its replies since, this is a good month to read twenty of its conversations. You will probably find replies that can be shorter, kinder and cheaper at the same time.

FAQ

Are messages from customers to my business charged?

No. Meta does not charge for messages customers send to a business. You pay only for messages your business sends that are delivered, and since 1 October 2026 service replies are charged only after the first 1,000 per phone number each month.

Does this apply to the free WhatsApp Business app?

No. The change applies to the WhatsApp Business Platform, the API used by chatbots, CRMs and shared inboxes. If you answer customers from the WhatsApp Business app on one phone, your costs have not changed.

Do the 1,000 free service messages roll over?

No. Each business phone number gets 1,000 free delivered service messages per month. Unused ones do not carry over, and the count resets on the first day of each month.

Can I pay WhatsApp in dirhams?

Yes, AED billing has been available for the UAE since April 2026. The currency of a WhatsApp Business account cannot simply be switched later, so check it when you set the account up or ask your provider about migration.

How can I tell how many messages my bot sends?

Count the bubbles your side sends in five typical conversations, take the average and multiply it by last month's number of conversations. Most chatbot tools and Meta's WhatsApp Manager also show message volumes for the month.

When can WhatsApp prices change again?

Meta only updates WhatsApp Business Platform pricing on the first day of a quarter: 1 January, 1 April, 1 July or 1 October. Check the official pricing page before each of those dates.
